U.S. Department of Transportation Vehicle-to-Everything (V2X) Communications Summit

 

The U.S. Department of Transportation (U.S. DOT) will host a Vehicle-to-Everything (V2X) Communications Summit at U.S. DOT Headquarters in Washington, D.C. on August 24th and 25th, 2022, from 9:00 am to 5:00 pm EDT. The summit will include both in-person and virtual breakout sessions for attendees.

Advance registration is required to participate in this event. If you plan to attend in-person please be sure to register by August 19, 2022. There will also be a virtual option for participation.

U.S. Safety & Fuel Economy Regulatory & Legislative Update
The U.S. Safety & Fuel Economy Regulatory & Legislative Update provides a snapshot of the past month’s legislative and regulatory activities relating to safety, emissions and fuel economy. The report provides brief summaries of notices issued by DOT, EPA, CARB and others. With regard to federal legislation, the report covers newly introduced bills, information on committee hearings, etc. Activities at the state level pertaining to emerging technologies (e.g., automated vehicles, advance driver assistance systems, EVs and EV infrastructure, etc.) are also covered.

Our legislative tracking report focuses on matters relating to environment and energy, safety and fuel economy/climate change. The report covers two years-worth of bills (the length of each Congressional session) and includes summaries and status updates for each tracked bill. FCC 5.9 GHz Spectrum Rule

On Oct. 27, 2020, the FCC issued a press release announcing that FCC Chairman Ajit Pai had shared with his Commission colleagues draft new rules for the 5.9 GHz band (5.850-5.925 GHz) that will be voted on at the upcoming Nov. 18, 2020 meeting.

The new rules would make the lower 45 megahertz of the 5.9 GHz band (5.850-5.895 GHz) available for unlicensed uses like Wi-Fi. The new rules would also transition the upper 30 megahertz of the 5.9 GHz band from DSRC to Cellular Vehicle-to-Everything (C-V2X) technology.

According to the press release, Chairman Pai is also proposing rules to implement the new 5.9 GHz band plan that include a proposed timeline and technical parameters for transitioning the limited number of incumbent Intelligent Transportation Systems licensees to the upper 30 megahertz portion of the band (and then to C-V2X-based technology), as well as adopting technical rules to enable full-power outdoor unlicensed operations in the lower 45 megahertz portion of the band.

5.9 GHz NPRM

On Feb. 6, 2020, the FCC published an NPRM to amend its rules for the 5.850–5.925 GHz (5.9 GHz) band. The proposal would permit unlicensed devices to operate in the lower 45-megahertz portion of the band at 5.850–5.895 GHz under part 15 of the Commission’s rules. It would also permit Intelligent Transportation System (ITS) operations in the upper 30-megahertz portion of the band at 5.895–5.925 GHz under parts 90 and 95 of the Commission’s rules. ITS operations would consist of Cellular Vehicle to Everything (C–V2X) devices at 5.905–5.925 GHz, and C–V2X and/or Dedicated Short Range Communications (DSRC) devices at 5.895–5.905 GHz. The document also asks whether alternate spectrum band approaches would better achieve the goal of maximizing the effective and efficient use of the 5.9 GHz band, including whether differently sized sub-bands or greater flexibility to introduce additional vehicular safety communications technologies into the band would be warranted.

Comments are due on or before March 9, 2020 and reply comments are due on or before April 6, 2020.

Traffic Safety and the 5.9 GHz Spectrum Conference

On May 24, 2019, DOT published a notice in the Federal Register announcing a June 3, 2019 conference entitled Traffic Safety and the 5.9 GHz Spectrum.  At the event, DOT will seek input regarding V2X communications.  The 5/24/19 notice describes the conference as being a critical element for the Department in identifying areas of common ground that can assist deployers and investors in V2X technologies in advancing the use of the 5.9 GHz spectrum for traffic safety and congestion mitigation. The Department seeks to gain a greater understanding of industry leaders’ current and future investment strategies, as well as potential considerations for efficient use of spectrum that will foster greater opportunities for some level of interoperability and compatibility moving forward.

The Department has reopened the docket for comments associated with this meeting, which will close on Monday July 8, 2019. See docket No. DOT-OST-2018-0210.  Comments were previously solicited through a Federal Register notice published Dec. 26, 2018.
