On April 4, 2008, CARB published its second 15 day notice regarding amendments to the existing Smog Index Label requirements. This latest notice requests comments on additional modifications that are being made in response to comments received following the publication of the 15 day notice issued late last year. The proposed modified regulatory text is available at http://www.arb.ca.gov/regact/2007/labels07/labels07.htm. Issues addressed in this latest 15 day notice include the following:
• Alternative method for reporting global warming emissions
- “Low-Leak” Air Conditioning Systems
- “Improved” Air Conditioning Systems
• Allowing bar coding, stocking, and other vehicle related information to be displayed on the same label feedstock
• Printer and label feedstock alignment tolerance
• Extension of the implementation date from Oct. 1, 2008 to Jan. 1, 2009
• Removal of grid-connected hybrid electric vehicles as a multiple fuel vehicle
• Correcting the GVW rating of medium duty passenger vehicles
• Other minor modifications.
The deadline for filing comments is April 18, 2008.
