The Arizona DEQ has published their Notice of Final Rulemaking. Based on comments received in response to the proposal, the rule would take effect with the 2012MY (that is, if CA ultimately receives a waiver from EPA). For a copy of the final rule, click here. The rule still must be approved by the Governor's Regulatory Review Council (GRRC). Once approved by the GRRC, it is then forwarded to the Sec. of State for signature.
