On May 8, 2014 CARB issued a notice announcing they will propose changes to the LEV III regulations that will include the adoption of a number of elements of the federal Tier 3 regulations and revisions to the hybrid electric vehicle test procedures. The major element of the Tier 3 regulations that staff is proposing to adopt is a new section of the Code of Federal Regulations (CFR), Part 1066. Currently, equipment specifications and testing requirements (e.g., dynamometer specifications, equipment calibrations, sampling system specifications) for demonstrating compliance with emission regulations are contained in Part 86 of the CFR. For Tier 3, the U.S. EPA is moving these testing requirements to Part 1066 and eliminating them from Part 86. Staff is proposing to adopt those parts of Part 1066 that will allow manufacturers to continue to use a single set of test procedures to certify both California and federal vehicles. A half day workshop was held May 30th.
