Vehicle Scrappage Program

On June 25-26, 2009, CARB will hold a Board hearing to consider adopting a proposed regulation to implement the Enhanced Fleet Modernization Program (EFMP) mandated by AB 118. The EFMP will augment the State’s existing voluntary accelerated vehicle retirement program by removing an existing requirement that qualifying vehicles must be subject to and fail Smog Check inspections. The rulemaking also proposes to introduce a new pilot voucher program that would target the highest-emitting vehicles and help fund their replacement with newer, cleaner vehicles. Vouchers would be either $2,000 or $2,500 per vehicle (depending on the income level of the recipient). Funding is available for the replacement of 15,000 vehicles. For more information, click here.
