On May 8, 2009, CARB announced that it will hold a Board hearing on June 25-26, 2009 in Sacramento, CA to consider adopting solar reflectivity standards for vehicle window glazing.
The regulation will apply to newly manufactured passenger cars, light-duty trucks, and medium-duty vehicles less than or equal to 10,000 lbs. GVW. Total solar transmittance is to be measured using ISO 13837 Road Vehicles – Safety Glazing Materials – Method for the Determination of Solar Transmittance at 4 m/s, Convention A, dated 4/15/08 or using an alternative test method approved by CARB. The proposal also includes requirements relative to labeling, exemptions, owners manuals, certification documentation, record retention, and alternative compliance options. CARB is estimating per vehicle costs of about $111.
Written comments on the proposal must be filed by June 24, 2009 (noon PST).
