EPA has released a proposal to require reporting of GHG emissions from all sectors of the economy. Manufacturers of motor vehicles and engines would be required to report emissions from the vehicles and engines they produce in terms of an emission rate. U.S. manufacturing facilities would report separately. For vehicles and engines, the requirements would apply to emissions of CO2, CH4, N20 and HFCs. For vehicles, compliance with the requirements would be required as part of the vehicle certification process beginning with the 2011 model year. Facilities will be required to report data annually for the period starting 1/1/10. New detailed test methods for measuring and reporting motor vehicle and engine GHG emissions are proposed.
Comments on the proposal will be due 60 days after the notice is published in the Federal Register. A public hearing will be held in Washington on April 6-7, 2009 and later in Sacramento, CA on April 16.
