On August 28, 2008, NHTSA issued a final rule delaying the effective date of the December 4, 2007 rule that reorganized the federal motor vehicle lighting standard, FMVSS 108. The new effective date is December 1, 2009. The delay is made to provide NHTSA more time to analyze petitions that were filed in response to the December 2007 final rule. Optional early compliance continues to be permitted. Petitions for reconsideration of the delay must be filed with NHTSA by October 14, 2008.
