CARB has issued a draft regulation that aims to reduce GHG emissions from 2012MY and later motor vehicles < 10,000 lbs. by requiring that paints and coatings reflect at least 65% of the impinging infrared solar energy as determined by ASTM E903 or ASTM 1549-04 or an alternative method approved by CARB. In addition, the draft regulation would require that all glass or other transparent or translucent portions of the body of the vehicle, including the windshield, sidelites, backlite, and any roof component that transmits light must have a total solar transmittance of ≤ 40% over the total solar spectrum while still complying with FMVSS 205
